I've never hashed out the specifics of my ideal society, but it would probably be something similar to ST:TNG.

One where pursuits of basic needs and financial gain are no longer necessary, and people are able to devote themselves entirely to the betterment of themselves and/or society.

So, what do you think of the idea, to model guidelines on the facts of what strong groups of entities exist
The Guidelines could be the glue to hold individual strong groups together
And let groups just form, as long as they are not a danger to society
